Depends where you are sending them. There are plugins for many apps, including browsers I think.

you can save any gifs you find to disk and then post from disk.. on kinja at least

Are you talking about creating or searching? You can find basically anything and everything you’d want on giphy.com.

I know that’s what he asked for but maybe he didn’t know about giphy and was using something like google image search, thus giphy could be a fine enough solution rather than a dedicated app.

Also, usage of the term gif seems to have evolved to half the time to meaning an animated gif set. I find it confusing.

I’ve used Gifcam a time or two: http://blog.bahraniapps.com/gifcam/
It records a region of your screen to make the GIF, so it may not be exactly what you want, but it works for turning a short snippet of video into a GIF preview of it.
I too would be interested in a more full-fledged toolset, but without investing in a Photoshop or similar suite. As ubiquitous as these things are, you know not all the creators are buying expensive software to make them.

I think I’ve gotten some (now expired) offers for desktop GIF makers, but I usually use imgur’s video to gif if there’s a scene from a web video I want to use as a gif.
